Tracks
Phase 4 is organized into five parallel tracks covering the management API, rate limiting, multi-provider adapters, the operator dashboard, and exit gate verification.
Phase 4 — Tracks
Phase 4 delivers the operator platform and multi-provider routing layer across five tracks.
Track A — Management API Server
Management API providing authenticated CRUD for organizations, users, agents, tokens, and provider credentials. Service layout ideas on linked milestones are orientation only.
Preferred sequencing within track: 4.A.1 → 4.A.2 → 4.A.3 → 4.A.4 → 4.A.5

Track B — Rate Limiting & Quota Enforcement
Redis Lua hierarchical rate limiting with per-org/agent tier configuration and load benchmarking.
Preferred sequencing within track: 4.B.1 → 4.B.2 → 4.B.3

Track C — Multi-Provider Adapters & Resilience
Multi-provider routing: Anthropic adapter hardening, per-org model routing, circuit breakers, fallback routing, and streaming hardening. Fallback stays opt-in; thresholds are expected to be revisited after real traffic.
Preferred sequencing within track: 4.C.1 → 4.C.2 → 4.C.3 → 4.C.4 → 4.C.5

Track D — Operator Dashboard
Operator dashboard with JWT auth, RBAC, real-time SSE, trace inspector, memory graph browser, drift alerts, directive management, and cost governance. Dashboard layout ideas on linked milestones are orientation only.
Preferred sequencing within track: 4.D.1 → 4.D.2 → 4.D.3 → 4.D.4 → 4.D.5 (depends on Track A for API contracts)

Track E — Exit Gate
Dashboard E2E testing, multi-provider resilience verification, and the Phase 4 gap register with sign-off.
