Why This Milestone Exists

Produces the Phase 4.5 equivalent of the Phase 1 exit audit — the actual completion certificate with severity-tiered gap register, ADR fidelity table for ADRs 0045–0048, and track-by-track verification.

Sign-off Criteria

Gap register published, zero open P0 gaps
All 10 INT-4.5 cases pass with -m integration in CI
intelligence-integration CI check required on main
Cross-tenant isolation (INT-4.5.9) independently re-verified
Fingerprint/drift computation stays off proxy hot path (benchmark D.3)
All Phase 1–4 regression suites still green
Dashboard Playwright flow (D.2) green
current-state.mdx updated to reflect completion
